Electrocuting arrow not working with silvertongue unique bow

I juts got my unique bow SilverTongue, but when i equip it and use electrocuting arrow it seems it juts misses every time, maybe it has something to do with the bow always forking and piercing passives with combination with not piercing skills? On the electrocuting arrow skill im currentlz using gems - multishot2 + spectral voley + maim.

Same here. even though Electrocuting arrow says cannot fork or pierce, it's still happening with Silvertongue bow
