Agency and the Atlas

I have been playing this game somewhat religiously. It was great fun most of the way. I have read into and experienced first hand. The current system of mapping in end-game misses mostly one thing.

Agency.

Give me all the hoops to jump through. Just let me decide which one to tackle first. Let me decide how wide or small my Atlas will be. Let me decide what challenge I face there.
