Does blood stance mastery work without blood + sand skill? (If you use a skill like lacerate hemo)

I'm trying to figure out how to use both Pride and Herald of Purity if I want to switch to Blood Magic, but it starts to reserve too much. Eternal Blessing shuts off my Herald, but I posted that in another thread.

My question here, is why would someone pick blood stance mastery (axe mastery: +30% damage in blood stance), but they don't have blood and sand gem at all in their build.

I know skills like Lacerate Hemorrhage state they're "always in blood stance", so does that mean using blood + sand becomes irrelevant?
