Jarngreipr Gloves - Unable to upgrade Skill Gems, but I can create new Skill gems

As the Title States.

The Gloves would not let me upgrade the skill Gems due to not meeting attribute requirements. However, they did allow me to create a new Skill Gem.

I would assume they would allow me to do both.


In this case, I didn't meet the intelligence requirements. if Stats matter.
