Why would you put Chains That Bind on a unique map?

As someone that doesn't trade and likes to actually play the game to get my gear, Chains That Bind was one of the only reliable 6L farms when I got a character to maps - super lame that it is tied to a unique map this league imo

You can get it in act 6 from the lower prison as well
