Strongboxes bugged

I have Likely Ambush in my atlas tree and multiple strongbox chance nodes chosen but i just got a map that had 0 strongboxes. I've also picked Cartographer's Plunder and i've gotten none since i've changed the node to that and played 50+ maps.

You didn't explore every corner in the map.
