BUG: Recent patch made the game stutter and locked to 50FPS

This started a few weeks ago.
Changing settings, resolution, render engine or FPS goals and caps makes no difference. Changing power modes, or Radeon settings also makes no difference. the game is locked to 50FPS and stutters.
