Reduced attribute requirement passives aren't working correctly.

The reduced attribute requirement passives are not reducing the listed necessary attribute requirements on skill gems.

it IS allowing me to have already equipped gems at the reduced value but it is NOT letting me upgrade gems if the original, non-reduced value, is not met.
