Omen of Amelioration is bugged

So apparently 10% XP penalty is a thing still, especially when Evasion and Armor doesn't work. Random attacks, normal archers doing one-shots and with that you'll get 10% XP penalty. Nice.. But you can have an item that prevents this Loss? Absolutely awesome! If it would have work. I died twice in arow and just for curiosity I died again just to check while only the Omen of Amelioration was in my inventory active. And it is not working. Thanks~
