Act 2 NORMAL "ascent to power quest bugged", after not picking up green Barya

dropped green quest barya because I didn't think it was important when I had Baryas in stash, now quest state is bugged.
I can't talk to Zarka in Town, and Balbala doesn't drop another one (or at least hasn't in my 10 attempts).
Just to be clear: This is in normal act 2: And so I NEVER get the quest state to be able to access Trial of Sekhemas, essentially locking my character from that trial entirely.
