Character randomly getting slowed

I have a titan build and i spam shouts. I do have a charm against slows, and still my character gets slowed and i see that my charm is 2/2. Maybe it's connected to my skill and roll use/spam i dont really know, but pls fix it.

I also get randomly slowed. I've even had it persist after respawn.
