Mark skills not working properly in maps with Meta skills - Only with Mouse and Keyboard

Recorded this and tested it thoroughly. Mark skills work great with a controller when slotted in with meta skills. When using the exact same setup with Mouse and Keyboard though, it just does not work well (unless against bosses). The issue is that the mark is trying to cast on the dead mobs, instead of the nearby, very alive mobs. The mark (with MnK) will only end up casting against tanky (usually rare) mobs, or bosses.

The auto-targetting with controller seems to fix this issue, but the auto-targetting is how all meta skills should work. For some reason, marks break that interaction.

We need this fixed. I dropped using sniper's mark on my monk for this very reason
