Prism of Belief Diamond not working - Bug

Hello,
Bought a Prism of Belief Diamond (w/ +1 To Level off all scavenged Plating skills)... Prior the skill was 18, post insert still 18... thus not working, should be at 19 (Character lvl 85), spent my only div on this... GG GGG
