Character pernanently slowed

Character permanently slowed during a T14 Decayed Map. No temp chains on the map. I think it was something in the expedition encounter that caused it, but I didn't notice right away so I'm not sure.

No debuff icon showing up.
Slow persisted through the boss fight in the map.
Slow was removed upon relogging.

Happened again, this time right at the start of a map after fighting an essence rare. Again relog fixed the issue.
