Taryn's Shiver build help please

I just got this item for the first time to test out, and I was wondering how this will interact over time with various skill/spell combos:

With regards to the main point of the item "Enemies frozen by you take 50% increased damage".
Does this only apply for the freeze that was caused by the time I had the weapon "equipped" and swapped to on my 2nd weapon slot?

So I am wondering if you have to have this on your main hand all the time in order to benefit from chain freeze type effects, like from herald of ice, or if you just have to have every castable spell that can/could cause freeze to be triggered by the 2nd weapon?

Other ideas/questions related to this train of thought:

1) Say I use the spells contagion and essence drain, and I equip contagion with the support gem chaotic freeze on my main hand, with a build idea to use a spear and glacial lance as my main damage, but apply the chaos dots to help clear and trigger heralds, does that freeze from the chaos damage not gain the increased damage to frozen enemies if the full amount of time i attack the mob with the chaos dots only, I never use or swap to the other off hand staff?

I plan to use a monk for the Invoker ascendency boost to spirit from chest and extra elemental damage.

Items I would like to use in the build over time:
Crown of Eyes - to gain spell damage buffs / elemental stuff in trees to use eventually with Trinity type stuff
Spear in main hand- to use glacial lance as primary DPS
with Threaded Light Focus in off hand to boost spell damage from spirit, to combo with Invoker ascendency
Taryn's Shiver - in 2nd weapon set to trigger freeze bonus damage
Trampletoe boots - extra clear and overkill damage to help reduce number of heralds I need to run
Polcirkeln ring - great clear boost with shatter and combos nice with heralds

Optional Items:
Choir of the Storm - extra lightning damage boost for clear

Also, if I level away from or test away from using the crown of eyes helmet, than I would probably switch back to a wand or sceptre main hand and maybe switch out Threaded Light and use The Vile Knight Shielded Helm to boost bossing damage, maybe in "endgame".


Also for extra skill ideas, I like the combos of using ice wall and cast on crit and cast on freeze to trigger stuff like extra ice walls and comets and more frost bombs etc.

I also had the idea to run this as a few other classes, they all may have some version of the build that works and helps in unique ways, I think a Ritualist with top end game gear could be the best version, but I don't have the play time to get to that point.

Also wanted to do this chaos/freeze kind of build as a lich, but was worried that the extra damage from the corpses from Rupture the Soul would be negated if you freeze and shatter the enemies.
