Increase in charm charges doesnt apply anywhere

When instilling my amulet with delirum i added +40 to charm charges or whatever and it doesnt do anything to my charms in game that i have equipped on my belt. the valley of the titans rune thing where you chose which buff to get the left side doesnt work either with the charm charges, same with the ascendency for huntress. its all pointless because it adds no charm effects

You mean "x% increased Charm Charges gained"? This doesn't increase the maximal count of the charges - it increases the rate of getting charges while killing monsters.
It should also be shown in the character stats screen.
