Mind Over Matter Mana Recovery

Mind over matter is visibly taking far more mana recovery than it should to run. When I use this ability, I can see my recovery drops from 80ish to 40ish in the character sheet, but the actual real time recovery it gives me is somewhere closer to 5/s.

I presume either tooltip is unintentional or the huge reduction in recovery is unintentional, but either way, some part of this isn't right.
