Skills not working after respec – no description and all requirements met

I just encountered a strange issue after doing a full respec on my character. Even though I have all the attribute requirements for my skills (like STR, DEX, INT), they no longer work. I've double-checked that I meet the stat requirements. What's even stranger is that when I open the tooltip for Frost Wall, it says "Sigil of Power" instead(sometimes says "Information not avaliable"), and the tooltip itself is completely blank. Note: Those skill gems are from before patch 0.2.0g.
When I cut the gem and reinserted the same skill again, it worked for a while. Then I did something that broke it again. I tried to repeat the steps, but I couldn’t.
