Herald of blood/plague do not work with herald damage small passives

The small passives on the far right of the passive tree, whose Notable passive is "Coming Calamity," that are labelled "Herald Damage" have the following text: "12% increased damage while affected by a Herald"

This implies that Herald of Blood and Herald of Plague would function with these small passives, and yet they do not. If these are intended to only work with the elemental herald abilities, they should be re-worded to explicitly state that.

Even more confusingly, the small passives in the same node labelled "Herald Reservation" do indeed reduce the reservation costs of both Herald of Plague and Herald of Blood.
