Ritual Precursor Tablet granted terrible mod

FWIW this seems to be a visual bug; when I am inside the map it says "Rerolling favours at ritual altars in area costs 13% reduced tribute", which is much more reasonable, and is properly reflected when I hover over the reroll button.
