Cruel Bog Witch spirit bug?

I have completed all of the required spirit bosses. Without gear my character panel shows 100 spirit, but my skill panel displays and only allows me to use 60. The character is a level 91 witch spear/rake build. I do not remember what happened with the item when I initially killed cruel bog witch and i have went back to the zone and killed her 3 more times. Is there any way to fix this or is my character just nerfed now?
