Salvage Bench not accessibly upon dying in HC

When I died on my HC SSF toon in Act 3 I was converted to a standard SSF league. When playing this character the salvage bench is no longer accessible and Renly does not have a quest to obtain the tools for me. I'm assuming if I complete the quest on a new standard SSF character it would unlock the bench for my character that was originally HC, but that does not seem intended so I wanted to report it. Thank you!
