Spectre vaal guards not respawning

Not sure if this is intentional,

But when my Vaal Guards die, they don’t respawn. The only way I can get them back is by unsocketing and then re-socketing the skill gem.

Also, I’m encountering a bug where I can summon more Spectres than I have the required Spirit for, but after a short while, it reverts back to normal.
