Sunder (Mace Skill) doesn't benefit from Quality or 'Skill Speed' modifiers

The 'Sunder' skill gem, as the title says, gains no benefit from quality or skill speed modifiers.

I'm not too sure how to post videos/screenshots here, but just going in-game and alt-hovering over the skill shows there's no quality benefit, and also, upgrading it doesn't do anything visible either (no dps upgrade etc). I also went from having no modifiers to my 'skill speed' to having 'Acceleration', permanent Onslaught from the Thrillsteel helmet AND all the skill speed nodes near the start of the warrior tree, and Sunder had the exact same animation speed. In comparison, my other skills (hammer of the gods and temper weapon) were extremely noticeably faster.
