No citadels on the endgame map

I don't have any citadels on the map. I've quite some screens of the endgame map and I still haven't come across any citadels. There aren't any in the fog either.

I have The Pinnacle of Flame quest active.
Are there any other conditions I need to meet for the citadels to start appearing?
