Combat Frenzy Not Generating Charges

Ever since the start of this league our huntress and tactician have not been able to generate Frenzy charges via Kitoko’s Current Gloves + Lightning Spear + Herald (electrocute) OR Tactician’s Ascendency Suppressing Fire (pin). Combat Frenzy as a passive just doesn’t work at all, there are no visible circling orbs or if it is working there is no way to tell visibly.

How on earth could something like that be missed in the QA? Really, pin should do things for pin, or am I wrong? Same with electrocute if lightning damage exists, and you have these gloves, you should do your thing right?
