Mind Phylacteries not working

This ascendency node does not work. Tried with standing in burning ground and charm does not activate unless I have charges.

You aren't using Blood Magic? (ie max mana > 0)
And you're above 25% of max mana? |

Yes, I have mana, and it is full it just does not decrease and the charm does not activate.
