Dark Effigy weapon set settings do NOT work

Hello, I have noticed that dark effigy does not work with weapon set settings. No matter what you do, it does not work. if you have it set to only use 1, it uses both. if you have it set to use only 2, it uses both.

Does anybody have a fix for this? I am trying to get this to work for my build but it isn't working
