"Cast on Minion Death"

I've noticed that I am ONLY building energy when I use a spell like "Pain offering" to kill one of my permanent minions. It is NOT building energy when they die to an enemy in battle.

I have the spells "Bone cage" and "Frost bomb" attached to my minor death spell. I have all required stats for everything.

Anyone else having issues with this spell?
