2 to 3 seconds without using skills

I'm having trouble with my Witch in POE2. Every time I receive damage, I'm unable to use my skills for 2 to 3 seconds. Any attack that hits causes this. Is this correct?

Are you a Lich with Eldritch Empowerment? It makes spells cost Energy Shield.

yes, but does this cause the damage taken to interrupt the use of skills?
