Steam download Huge Problem

So i squashed my SSD and reinstalled windows, now i want to download PoE2 again
yesterday i paused the download at around 50%, but now today i open steam and it starts from the beginning again. is this an issue with steam or is it PoE2?
because i could download monster hunter wilds with pausing in 2 days but for poe2 it wont work for some reason.
also the steamapps/common pathofexile2 folder is somehow empty all the time.
