Can't use any abilities randomly

Not sure what is causing it but randomly I can't use any abilities for a a couple seconds. I tried relogging and restarting but both haven't fixed my issue. Hasn't happened before and i'm on a Deadeye. Doesn't happen on any of my other chars.
