HOWA gloves obsolete now?

Is it not possible to corrupt to higher than 1%? I find it sort of silly that at 300dex, I get 15% which is still less attack speed than what I can get for 1-5ex on trade with even better flat than what my int would give. And these gloves are listed for around a div. Seems like this would only be somewhat better if you're a heavy stat-stacker now.
