Smith of Kitava - Smith's Masterwork doesn't work after respec

After refunding any points within the ascendency, picking Smith's Masterwork doesn't allow for picking any of the armor related nodes. Worked the first time, stopped working after the refund. Tried full refund etc. Stuck at this point.
