Posssible Omen of Whittling affix ilvl prioritization issue

I have had several weapons with high level hybrid physical % mods(T7/T8) and low level elemental damage mods (T1/T2). From the publicly available sources, it seems like the ilvls of these mods should result in the T1/T2 being chosen for whittling, and yet the hybrid mod is instead.

I've a possible pet theory that for 0.2.0, certain mods were lowered in ilvl to roll earlier in the campaign when they're more useful or for other balance reasons, and that this isn't presently reflected in the public DBs.

Even if it isn't that, it seems like whittling is at least performing unintuitively and weakly, and at worst is bugged and not prioritizing the right ilvl mods. Privately a little annoyed because I had assumed a crafting method I had lined up would be more profitable than it is because of this interaction. But eh, early access :)
