Couch Co-op controller L1 and R1 buttons stop working on character screen

Randomly while playing the game the controller R1 and L1 buttons quit working on the character screen. Instead of cycling through Inventory/Skills/Passives etc. pressing R1 or L1 just closes the character screen.

The only way to 'fix' this is close the game and reopen.
