Theft of Ivory doesn't drop quest item

Killing the bosses for the "A Theft of Ivory" quest doesn't drop the tusks. I've killed the bosses twice and they don't drop.

In case you haven't figured it or for anyone else...
I searched online for the same issue. The order of the kill matters; the steed needs to die first. Same time is probably fine too? Not sure about that one though |
