Canada (East) gateway is creating instances in Vancouver (West Canada)

My network latency is bouncing from 10ms to 80ms between instances and noticed I was connecting to servers ranging from Montreal to Vancouver!

how do i connect to vancouver?
that's there i live i only see California server as my closest one, with least ping? IGN: _shvdow
