The Lethal Draw Sacral Quiver

I've been testing this quiver out and I had expected life recovery flask nodes on the tree to increase the added physical damage but it seems to only take the face value number on the flask.

Is this intended? or currently a bug

If this is intended is there any other way to increase the number on the flask directly apart from quality?

What's even the point of this unique if it doesn't scale with flask recovery stats?

In addition husk of dreams does not decrease the consumed flask charges and in addition Waist gate does not allow it to consume from 2 flask at one time. The quiver had possibility but is currently trash tier if none of these interactions work with it.

Ya, there are inconsistencies

The concoct II support gem (which does consume charges from both life flasks while using Waistgate) has the line:
Supported skills consume 30% of your maximum life flask charges on use

The Lethal Draw (which doesn't) has the line:
Bow attacks consume 10% of your maximum life flask charges if possible to deal...

They seem like two different implementations of consuming charges, the "if possible" line might have something to do with it.

Also concoct support doesn't work with spells even though it doesn't specify that it needs to be used with attacks, but that's besides the point

Edit: concoct does consume the charges and can be used to support spells, but doesn't increase the bleed damage of the spells as far as i can tell
