Serious flashing and frame rate issues

It’s far less frequent, but I have times where the game just flashes like a strobe light. Often times bits of the textures aren’t loading in when this happens. I have a sample clip of it. I wish I had more information for you but hopefully this clip tells you something. Thanks!
