Gambling only 10-15 times possible, then it’s empty/bugged???

I have an error that means that I can only buy a certain number of items when gambling (Alva as an example) and when I want to buy items after a certain point, only the sound (gold tinkles) sounds but no gold is deducted and I don't get any items from the gambling dealer.

No matter which dealer and no matter what items I want to buy, it means that after 10-15 purchases there are no more items available.

Reload and switching to another city does not help, I cant find any solution.
