Increase the animation cancelling threshold since everything is so damn slow now

If you must put long cast times/use times on everything and no instant skills, increase the threshold of animation cancelling.

Like why would I ever want to animation cancel planting my War Banner. It's fucking stupid. Not to mention animation cancelling puts everything on cooldown, which only adds to the feeling like you're stuck in molasses.
