1 ritual altar map (even with "spreading darkness" node)

two times now while doing a burial bog map i have ran into an issue where there was only 1 ritual altar on the entire map despite having an atlas passive that says i should always have 4. this has only happened to me on "burial bog" tiles but it may affect other tiles but i have only experienced it here.
