GPU Usage 99%+

Even in the login screen, GPU just rolls max.

CPU: 7600X
GPU: RT 7700 XT

I have everything setup good, I am sure about it (I know what I'm doing).
PC is also pretty new, so it is not dusted.

The only thing running on the screen shot is a browser and PoE2 login screen.
I can hear GPU launching the rocket the moment i click on POE2 screen, activating its window. In background poe2 alone uses around 50% GPU. While activated it just goes max and stays there.
I Tried to limit FPS, swap between windowed/fulscreen, etc.

It happens only in Poe2

When i limit fps manually, it drops, but still - 90 fps limit takes it to steady 80% GPU usage. 60 Fps is 55% usage.

I tried every setting there is, in-game, windows, Bios, GPU setup.
I am connected to proper PCiE x16
My Chipset Drivers are nice and fresh.
Genuinely no issues with my setup - I am testing everything for 2 days now.

The moment the PoE2 window gets active, GPU just tries to land on the Moon.
At this point I am convinced it is the game code issue.
