Skeletal Warriors not spawning with Rattling Scepter

This happened all of a sudden out of nowhere, seemed to start when I equipped a stellar amulet but tried mutiple equipment swaps and they just won't spawn anymore no matter which rattling scepter I equip.

Try to reduce summoned monsters to 0 and see if that will fix your scepter. If it will then put all summons back.
