Character Weapon Effects not Applying

My witch I created, has a +3 spell wand and a specter equipped, but none of the stats are applying or effects applying to my character.

Worked fine in Act 2 final boss, went to act 3 and now its broken.

I restarted my client, i switched characters, and the client appears to be broken, i cannot use spirit and my weapons stats are not applying.
