Mire doesn't get irradiated bonus from Organised Forces

+Map has boss
+Atlas passive 'Organised Forces' is allocated
+I put in t15 Map and before opening I confirm that area level shows 80
+Once i put the map in, area level becomes 79 and map is no longer irradiated
