Ascent to power - Cruel Act II bug

I'm level 67 and I can't make an atlas because the game says I haven't finished the campaign.

The only mission I have left is this one from Act 2 Cruel.


The quest says to go to Traitors Passage. When I arrive, he says to go back to the Caravan and talk to Zarka.
Zarka has nothing to deliver.

I'm stuck in the game.

I've already restarted the game and it didn't work.

I've done what the mission asks in several ways and it didn't work.

I've already gone to ACT 2 Normal and it didn't work.

I was really excited to start doing Atlas with my character.

I've been stuck in the game for a few hours. Can someone help me?
