BUG with Titan block chance nodes

Hi,
I have a lvl 62 titan which has bug the block chance nodes. These nodes increase the block chance by 7% but do not work.   On the other hand I have a Warbringer lvl 87. Does your Titan has any block chance so % increase mods could apply to it?

Yes. He is equipped with a shield that gives him a 42% chance of blocking. This chance does not increase when I activate the 7% nodes.

Are you looking at the shield itself or in the character's stats?
