Rently's Training confusing description or bug?

"Gain 40% Base Chance to Block from Equipped Shield instead of the Shields's value"

This way it looks like +% to chance to block attributes on the shield will still matter after you take this ascendancy node, because shield's "base chance" to block is the natural 26% or so, not the crafting improvement afterwards. That's why many people even complaint that by taking this node they have even less block chance, because their prefix is still present but completely ignored and while they had more than 40% final block chance on the shield before taking this node, afterwards they get less, effectively nerfing the shield they have.

I see two ways, how to solve this problem:
1. Reword the description, so that it will be clear, what will happen and that +% to block chance will be ignored after taking this node
2. Make +% to block chance still count, but maybe nerf it like:
"Set Base Chance of the Equipped Shield's Block chance to 40% instead of the Shields's natural value. All additional increments to block chance available on the shield will be reduced to 30% of their actual value." The reduction % could be adjusted of course, but it should count somehow. When you take Turtle charm, you need to practically sacrifice too many tree points to make up with the -35% block chance debuf it comes with, so it would be nice to have some options to relieve it a bit.

Interesting, last league in PoE1 Gladiator got the same stat. When it was teasered, it also stated "...Base Chance to Block from Equipped Shield..." which was confusing, so by release the wording was adjasted, "Base" was simply removed.

But in PoE2 it still has the old description. That means the stat origins from PoE2. By the time of Gladiator's rework in 3.25, Warbringer in PoE2 already had it.
